While Trump's new administration will be able to overturn the regulation, they will need to propose and create a new rule to replace it - a process that took three months for the one just finalized - or they will need to get a joint resolution of disapproval from the Senate and the House of Representatives, according to the New York Times. "We should not be surprised that his administration would lash out with this 11th hour power grab on the way out the door, but I am certain this rule will not stand for long".

The measure will go into effect on January 18, two days before President-Elect Donald Trump's inauguration.

In a final gift to women, President Obama has moved to protect women's health organization Planned Parenthood by passing a rule barring states from defunding the vital health program.

This new rule follows a series of Targeted Regulation of Abortion Providers (TRAP) laws passed by states in recent years.

Mallory Quigley, the communications director for the Susan B. Anthony List, also told The Christian Post on Thursday that "Obama's last gift to the abortion lobby" will be "short-lived".

Trump has given mixed signals about Planned Parenthood, but Vice President-elect Mike Pence led the charge to strip Planned Parenthood of federal funds when he was a congressman. Elise Higgins, a lobbyist for Planned Parenthood, says the law has cost the organization about $370,000 annually.

"The women who come to Planned Parenthood, they are Republicans, they're Democrats, they're Trump voters".

"It means that millions of women who count on Planned Parenthood for their family planning and their cancer screening can continue to go to us for care", Richards explained before touting some of the organization's accomplishments. Laura McQuade, president and CEO of Planned Parenthood Great Plains, which operates clinics in Kansas, Missouri, Oklahoma and Arkansas, says the deadline for applying for Title X funds for the fiscal year that runs from April 1 through March 31 was October 31.

Earlier this year, a Marist survey of 1,686 Americans found that about 68 percent of Americans and 51 percent of pro-choice supporters actually oppose the use of public funds for abortion services. "We want to keep making progress, but obviously we are in a big fight here", she said, turning to the imminent danger of a Trump presidency.

"Millions of millions of women - cervical cancer, breast cancer - are helped by Planned Parenthood", Trump said during a GOP primary debate in February.
