More than two dozen groups representing MA hospitals, nonprofits, labor unions, and other organizations are urging Governor Charlie Baker to oppose any federal policy changes that could threaten Medicaid coverage for thousands of poor and disabled people across the state. Others thought the widespread use of insurance to fund health care was already driving health spending too high and objected to further expanding health insurance. But crucially, the Policy Brief suggests that Congress might allow states to move away from traditional Medicaid coverage principles by permitting them to cut services, such as nursing home care or physician care. Trump evidently did not know how complicated health care policy was. The report said the combination of phasing out Medicaid expansion money from the US government, plus transforming the overall program from an open-ended federal entitlement to one that operates under a cap would likely result in state funding gaps.

Health consultants Avalere and McKinsey & Co. looked at how plans to switch Medicaid to a block-grant system or a per capita funded program would affect states and enrollment.

The repercussions would be even more dramatic in a state that didn't expand Medicaid - those 29 states would see a 50 percent drop in coverage among residents.

Trump said Monday that his administration will work to create a "smooth transition" from Obamacare to a GOP health care plan.

Medicaid is expected to be the focus of a meeting between governors and Trump at the White House on Monday. "I tell people, they were sold a Caribbean cruise and they got the Titanic".

At a separate meeting Saturday to talk about health care, governors were told of big cuts to the Medicaid health program for the poor and to the ACA's individual market that could come from decisions tied to repealing the ACA. Molina's CEO told Modern Healthcare earlier this month that scrapping the ACA's cost-sharing reductions and premium subsidies that help people afford their health insurance plans would be a deal breaker for the insurer.

Ohio Governor Kasich has put forward a proposal that would require some adults on Medicaid who earn above the federal poverty level to pay a premium. And at first glance it appears to dramatically drop coverage, raise prices, and undo all of the good that came from the Affordable Care Act in the first place.

"Governor Baker has repeatedly conveyed to federal officials that any changes, including block grants, resulting in a reduction of federal support for MA are unacceptable", Lizzy Guyton, a spokeswoman for the governor, said in an e-mail on Monday.

Over the weekend, Trump said he met with Wisconsin Governor Scott Walker and Florida Governor Rick Scott to discuss Obamacare.
