BJP stakes claim in Goa, Parrikar to be new CM

Congress vice-president Rahul Gandhi today accused the BJP of undermining democracy by using money power in Goa and Manipur to buy MLAs in order to stake claim to form the government in the two states, which have thrown a hung verdict.

The BJP, which won 13 seats in the 40-member Goa Assembly, managed to garner support from other parties and Independents to attain majority under Parrikar.

The MGP, the Goa Forward Party and the independents won three seats each while the NCP bagged one seat in the state. The defeat of the Samajwadi Party in UP, Congress party in Uttarakhand and the Shiromani Akali Dal-led alliance in Punjab is a case in point. However, the Naga People's Front (NPF), the National People's Party (NPP), the Lok Janashakti Party (LJP) and 1 rebel Congress MLA extended support to the BJP, taking their tally to 32.

While ordering floor test, the bench noted the submissions of Goa CLP leader Chandrakant Kavlekar's counsel and senior advocate Abhishek Mani Singhvi who assailed the Governor's determination to invite Parrikar to form the government by "seriously disputing" the factual position and terming it as a "misrepresentation of fact".

Manipur governor Najma Heptullah has invited the Bharatiya Janata Party (BJP) to form the next government in the state. We had won in three states - Punjab, Goa and Manipur. Therefore, BJP had 21 legislators, which formed the majority in the House and that's why the governor had announced floor test within 15 days.

Earlier, Congress leader Digvijaya Singh told Parrikar not to "fish" in the state's troubled waters.

Prospects of a stable government, development of Goa and ideals of Goenkarpon (interest of Goa) made the allies team up with the BJP. She didn't even meet the single largest party elected by people of Goa before calling Parrikar to take oath.

The move followed the newly-elected BJP legislators passing a resolution demanding the return of Parrikar as chief minister.

Singhvi argued that the governor had violated constitutional norms by not calling the single-largest party winning the elections, which is the Congress. "But what was the hurry for the BJP to form a government when there was already a caretaker government?"

Party sources said much of the problem was that it had two chief ministerial candidates- PCC chief Luizinho Faleiro and Digambar Kamat.

The government was represented by Additional Solicitor General Maninder Singh, whereas Harish Salve represented the Governor of Goa.
