Trump to sign order to scrap Obama's Clean Power Plan: EPA chief


"We can be both pro-jobs and pro-environment and the executive order is going to address the past administration's effort to kill jobs across this country through the Clean Power Plan".

"For too long, over the last several years, we've accepted a narrative that if you're pro-growth, pro-jobs, you're anti-environment".

While many West Coast and Northeastern states are already well into such planning, the Clean Power Plan was fiercely resisted by numerous states in the center of the country-many of which have the dirtiest and most coal-intensive grid mixes. The president's top advisers have been divided over whether America should formally withdraw from the 2015 global warming pact that Obama and his deputies helped broker through the U.N. Framework Convention on Climate Change. Pruitt added that President Trump's order to quash the plan should not have any legal ramifications because it has already been described by the Supreme Court as likely unlawful. The limits on existing facilities aim to cut carbon pollution by about one-third by 2030, compared with 2005 levels, and the rule is subject to a pending lawsuit before the U.S. Court of Appeals for the D.C. Circuit.

The Clean Power Plan was a set of rules introduced under the Obama administration that would have seen states pushed to reduce Carbon dioxide emissions but which was held up by legal challenges.

While the future of US participation in the deal is still uncertain, Pruitt calls it a "bad deal".

On Tuesday, President Trump will announce new executive orders that target EPA regulations that hindered electricity production in the United States.

Trump campaigned on a platform that Obama-era environmental regulation had led to job losses, particularly in coalmining areas.
