No end to climate action even if United States withdraws

But the future of American involvement in the 2015 accord now hangs in the balance, as US President Donald Trump weighs up whether to withdraw the United States from the global pact.

U.S. President Donald Trump is due to announce later on Thursday if he will quit the global climate deal.

The Paris Agreement, which was spearheaded by former President Barack Obama and signed by 195 countries in April 2016, aims to fight climate change by reducing carbon emissions and limiting global temperature rise to below 2 degrees Celsius.

"China will continue to implement promises made in the Paris Agreement, to move towards the 2030 goal step by step steadfastly", Li said in a Berlin joint press conference with German Chancellor Angela Merkel.

"Climate change is a global challenge".

He has also had backlash against his business form anti-Trump customers because of his involvement with the White House.

Countries can't withdraw until three years after the Paris Agreement went into effect.

America's worldwide allies and Trump's domestic opponents lashed out Wednesday at media reports that he had made up his mind to pull Washington out of the global accord to curb carbon emissions - a move that would make the deal less effective.

Sky's US Correspondent Amanda Walker said: "His daughter Ivanka Trump has been trying to encourage him to stay in the deal".

The United States needs to be in the forefront of a global response to climate change.

So just how big is the US's climate footprint?

The Trump administration could withdraw from the entire United Nations Framework Convention on Climate Change, an worldwide treaty ratified by the US Senate and signed by President George H.W. Bush in the 1990s.

The White House did not confirm those reports, and it was unclear whether Trump would fully scrap U.S. participation, merely water down United States emissions objectives - or surprise everyone with a decision to follow the status quo.

Some of the biggest gains in tackling carbon emissions in the U.S. had been made at state level rather than federal level, he added.

"There's no doubt that regulations have costs, but they are not the primary driver of employment", says Michael Greenstone, an economist at the University of Chicago.

Musk's resignation in protest would show a loss of faith in Trump by a key business leader, weakening the economic credibility Trump sought for his administration by appointing almost 20 powerful CEOs to a advisory council in December.

"The EU and China consider climate action and the clean energy transition an imperative more important than ever", the draft statement says, and "commit to significantly intensify their political, technical, economic and scientific cooperation on climate change and clean energy".

The business community has largely backed the climate deal, which has been signed by every nation except Syria and Nicaragua.
