Minneapolis police chief says Justine Damond 'didn't have to die'

Her death has been met with shock and anger in the U.S. and in Australia, where Prime Minister Malcolm Turnbull described it as inexplicable.

Chanting "Justice for Justine" and carrying signs calling for police reforms, the demonstrators marched from the steps of Damond's home in southwest Minneapolis to nearby park.

Minneapolis attorney Bob Bennett told The Associated Press in an email Thursday that he is representing Justine Damond's family. Harrity has told investigators he heard a loud noise near the squad auto just before Ruszczyk approached the driver's side. Her election followed that of Abdi Warsame to the Minneapolis City Council in 2013.

Remy Cross, a criminologist at Webster University in suburban St. Louis, said the fear can become a "self-feeding, self-fulfilling prophecy" when law enforcement officers feel they always need to be on guard against people who might be targeting them.

"You just hope stuff like this will never happen and it does", said Barb Kattner of Minneapolis. Neither officer has been fired; both are on administrative leave, which is the same as a paid vacation.

Harteau has been under growing pressure to speak out about her department's officer involved shooting, with some in community questioning why she wouldn't cut her vacation short and return with answers.

The Minneapolis police chief has said the shooting of Australian woman Justine Damond "shouldn't have happened" and that it was the result of the actions and the flawed judgement of one officer. The squad lights were off when the noise startled him, Harrity said.

The BCA confirmed in a Tuesday statement that no weapons were found at the scene of the shooting.

The teacher was then shot by a police officer - but body cameras and a squad camera are not believed to have captured the incident. They're asking that he and any other possible witnesses contact the agency.

David Klinger, a criminal justice professor at the University of Missouri-St. Others held signs with names of others killed by police, such as Jamar Clark and Philando Castile.

North Korea threatens UN
The gap in opinion between the major powers concerning North Korea's launch was also prominent during the G20 summit. The Chinese customs department released figures showing a 29 percent spike in Chinese exports to North Korea .

"Police officers are citizens. they have the same Fifth Amendment right as anyone". "His lawyer might be saying, you're not going to talk until I feel you're rested and not under stress".

"Based on the publicly released information from the BCA, this should not have happened", Harteau said.

"He has a story to tell that no one else can tell", she said.

But Officer Mohamed Noor will be compelled to give a statement to his department as part of an internal investigation. I wish we could.

Harteau also said that the shooting was "one individual's actions" and did not reflect on the police department, according to the Minneapolis Star-Tribune. The cameras were rolled out just eight months ago, and it may not be second nature for officers to put their cameras on yet, she said. He said the department wants to increase that frequency.

Harteau's remarks Thursday on Damond's death were her first.

The bureau said forensic testing is being completed and evidence is still being examined. "And our hearts go out to her family, and all of her friends and loved ones". Mourners threw pink flowers into the Pacific Ocean. Two are pending, and the third was dismissed without discipline.

Authorities have released no details about what led to Saturday's shooting of Justine Damond.

When Mohamed Noor joined the Minneapolis police force and was assigned to patrol the city's southwest corner, the Somali community there - the nation's largest - threw a party for him to celebrate. Noor allegedly grabbed the woman's "right wrist and upper arm", resulting in a shoulder injury.
